Document Description
The California Department of Fish and Wildlife (CDFW) has executed Lake and Streambed Alteration Agreement (EPIMS-SON-51242-R3), pursuant to Fish and Game Code section 1602, to the project Applicant, Sonoma-Marin Area Rail Transit. The project is limited to the enhancement of the riparian zone surrounding Poppy Drainage and three unnamed tributaries in the form of invasive plant removal, erosion and headcut repair, and native riparian plantings to offset the impacts from the project permitted under Lake and Streambed Alteration Agreement number EPIMS-SON-23219-R3. Riparian restoration will restore and enhance approximately 1.3 acres and 2,255 linear feet of riparian habitat. As part of the restoration effort, approximately 131 native riparian trees will be planted on-site. The project also includes installation of irrigation infrastructure within the project site. Restoration and enhancement activities will maintain a vegetated alluvial channel with appropriately placed grade control elements to establish and maintain a stable cross section and longitudinal profile. Grade control structures are proposed to attenuate the propagation of multiple headcuts within the project reach. The stabilization elements will include grade control structures and riprap revetment within the channel and energy dissipation at the stormwater outfalls. These structures are installed to achieve a flatter bed slope based on the expected long-term stable slope. The rehabilitation effort focuses on a multi-stage channel geometry that seeks to re-establish a riparian corridor with hydraulic connection to a functional floodplain. The revegetation plan also matches the staged geometry, where hydrologic zones determine the locations of wetland, riparian, and upland plant species. To prepare planting zones for new native plantings, invasive Himalayan blackberry (Rubus armeniacus) and Fuller’s teasel (Dipsacus fullonum) will be cleared through a combination of mechanical removal and targeted herbicide application. Mechanical treatment of the Himalayan blackberry will consist of using hand tools.
