Document Description
Proposes to secure long-term composting services in Alameda County, and seeks to provide capacity for such composting, by providing grants to fund the development of up to two composting facilities. The facilities would process organic materials, including, but not limited to, green waste, food waste, untreated scrap wood, natural fiber products, non-recyclable paper waste, and some inert material, such as sediments, gypsum, and clean construction debris. The proposed project thus consists of 1) implementation of a public/private program to develop long-term, stable, and sustainable composting services (Composting Program), and 2) providing funding of up to $5.5 million per facility for the development of up to two composting facilities, within Alameda County, which together could ultimately have the capacity to compost up to approximately 1,600 tons per day of organic waste generated within the County.
