Document Description
The project is a modification to the Hale Avenue Resources Recovery Facility (HARRF) and the Reclaimed Water Distribution System designed to improve the quality of reclaimed water produced at the HARRF. The quality of the reclaimed water is impacted by dissolved solids (referred to as "brine") from various industrial sources in the City. The proposed changes to the facility and distribution system would remove this brine from the reclaimed water stream with the installation and operation of approximately 14,000 linear feet of brine collection pipelines, a pump station and rebuilding an existing equalization basin. The brine collection system would extend via a gravity system beginning at several industrial facilities along Gannon Place and Quince Street, and extend within existing street right of way to the Escondido Creek flood control channel; the pipeline would continue along the south side of the channel and connect to a reconstructed equalization basin at the HARRF. From the equalization basin, the brine would be collected, stored, monitored, and released to the City's existing ocean outfall for disposal; the brine discharge would not receive treatment at the HARRF. No changes to the ocean outfall system are proposed.
