The property is zoned RR5 which permits Minor Impact Utilities, with an aproved Minor Use Permit, under the Civic Use Type pursuant to the Zoning Ordinance Section 2184(b); therefore, the proposed project is consistent with plan and zone.

The project proposes the combination of four telecommunication facilities by Nextel Communications, Spring PCS, Cingular Wireless, and AT&T Wireless, which is an expansion to a previously approved cellular facility. Major Use Permit number P94-022, which was approved by the Planning Commission on November 15, 1994.
