To comply with chapter 6.5 of the Health and Safety Code and the General Electric facility permit condition, a modification to the hazardous waste facility permit of General Electric Apparatus Service Center is required for the selection of a proposed remedy ot remediate contamination to the soil. To comply with chapter 6.85 of the Health and Safety Code, a Remedial Action Plan (RAP) is prepared and noticed for commenting by the public.

Reasons for Exemption
The remedial activities for AOC-3 are straightforward: excavation, confirmation sampling and backfill with certified (by analytical testing) clean soil, and will take 2 weeks. Dust control measures following the guidance of Regulation IV, Rule 403-Fugitive Dust, of South Coast Air Quality Mnagement District, such as: water spraying to suppress dust, covering of excavated areas and temporary soil stockpiles with visqueen, will be implemented during excavation and related earthmoving activities.
