Document Description
The Operator proposes to alter the streambed to conduct bank stabilization of approximately 200 linear feet of an unnamed drainage to San Clemente Canyon. An existing 30-inch-diameter gas pipeline (TM 3010) parallels the drainage within the San Diego Gas and Electric (SDG&E) righ-of-way. Erosion and widening of the drainage has caused some areas of the pipeline to have less soil cover than is mandated by the California Public Utilities Commission and Department of Transportation. The proposed bank stabilization will include mowing the existing vegetation on the bank of the drainage, removing two failed concrete bank protections, repairing two erosional features along the drainage bank, cutting back the bank to achieve a 1:1 slope ratio, armoring the toe of the drainage bank with concrete interlocking revetments (A-Jacks, installing two wing walls (constructed of A-Jacks), placing a three-dimensional polyamide matting on the drainage bank, backfilling, and reseeding. The project will temporarily impact 2,070 square feet of unvegetated stream and will permanently impact 449 square feet of unvegetated stream. In addition, one coast live oak sapling will be removed within the drainage. The Operator shall mitigate for the temporary impacts by reseeding the impact area with an appropriate coastal sage scrub seed mix according to the protocols of SDG&E's Subregional Natural Community Conservation Plan (NCCP) Permit and shall mitigate for the permanent impacts with the removal of 332 square feet of invasive non-native vegetation and the removal of cement, asphalt, and debris from the streambed. The removal of one coast live oak shall be mitigated in accordance with the NCCP by deducting mitigation credits form SDG&E's mitigation bank.
