Document Description
The operator proposes to horizontal direction drill to install a sag pipe under Sulphur Creek at the Pope Street Bridge over Sulphur Creek, St. Helena, Napa County. The City has experienced problems with the sewer lateral backing up during periods of peak storm water runoff. The installed sag pipe should siphon excess flows under the creek to another manhole on the east side of the bridge. Issuance of a Streambed Alteration Agrement Number R3-2002-0800 pursuant to Fish and Game Code Section 1601.
