Approval of Development Permit 01-44 and Variance 01-11 for a partial demolition and conversion of existing office building to a retail use with a 2,323 square foot addition for a total project of 7,588.5 square feet. The project includes the provision of 10 parking spaces and a variance to waive the off-street loading requirement for one space. A request to waive parking requirements for a 326.5 square foot addition to the front of the building (allowed per Section 19.72.030(B)(2)(C) of the City's Zoning Ordinance) was denied.

The revised project will not have a significant effect on the environment and is categorically exempt per CEQA Guidlines 15332 (In-Fill Development Projects) as the project complies with the City's General Plan and with all applicable Zoning Ordinance requirements. The proposed project occurs on a site within the city limits that is below five acres in size and substantially surrounded by urban uses. The project site has no value as habitat for endangered, rare, or threatened species. Approval of the project would not result in any significant effects relating to traffic, noise, air quality, or water quality.
