Document Description
A Coastal Development permit and Special Permit are required for the development, maintenance and operation of a permanent animal shelter to house, treat, adopt out and dispose of up to 400 domestic "companion" animals. The facility will require six (6) full time staff plus various volunteers. Business hours will be a minimum of six (6) hours per day, Monday through Friday, three (3) hours on Saturdays, closed on Sundays. The facility will adhere to regular County holidays. The Special Permit is required to establish the number of off-street parking spaces and to waive the loading space requirement of the County parking regulations based on anticipated levels of use. A 10 car parking lot will be delineated for the use of the estimated 10-30 public visits per day. There is additional parking available in the adjacent County Agricultural Building on the south side. All animal waste will pass through a "digestive system" prior to being flushed into the public sewer system. The approximate 2.8 acre parcel is served by community water and sewer. The proponent intends to attenuate noise by utilizing design measures such as structural acoustical materials, earthen berms and vegetation in combination with operation controls.
