UC Davis minor amendment of Long Range Development Plan; amendment of West Village Implementation Plan; and execution of real estate agreements associated with

The UC approved: 1) a minor amendment to the UCD 2003 Long Range Development Plan (LRDP), 2) an amendment to the West Village Implementation Plan (WVIP); and 3) execution of real estate agreements associated with the termination of a master ground lease (MGL). The amendments to the LRDP and WVIP were required to support the terms of the real estate agreements with the developer of West Village. More specifically, the LRDP amendment changes a land use designation to allow for the placement of surface parking, which would have been constructed elsewhere within West Village, near existing housing. The WVIP amendment allows for the addition of 624 beds to existing housing facilities constructed in Phase 1 of the West Village development; those beds would otherwise have been included within new buildings in Phase 2. The University has prepared Addendum 3 to the 2003 LRDP EIR to consider the potential impacts of the proposed actions to amend the 2003 LRDP, amend the VWIP, and approve and execute the documents associated with the MGL termination. Addendum #3 documents that, under the current circumstances, the additional 624 beds added to Phase 1 and the land use amendment to allow proximate student parking would not trigger any of the conditions listed in CEQA Guidelines section 15162.
