Document Description
The Operator proposes to alter the streambed to remove cattails from the perimeter of four man-made ponds for mosquito control measures. Pond #1 is located immediately north of South Bend Drive, while Ponds #2, 3-A and 3-B are located immediately south of South Bend Drive, within the community of Coto de Caza, Orange County. The vegetation removal shall consist of removing a four-foot wide swath of cattails from the perimeter of each pond. These swaths shall at minimum include a portion of the bank. In addition, a channel, not to exceed four feet in width, may be cut perpendicular to the bank every ten to fifteen feet. The vegetation removal shall be limited to the above ground portion of the cattails, leaving the below ground portions intact for regrowth purposes. All vegetation removal shall be done by hand methods or by using a hand-operated mower only. To avoid impacts to nesting birds, the Operator shall not remove vegetation or conduct any work from February 15 to September 15.
