Document Description
The Operator proposes to alter the streambed to construct the Urban Runoff Diversion Project within 8 unnamed coastal drainages within the City of Dana Point, Orange County. These drainages currently empty onto Capistrano Beach County Park and the Capistrano Bay District. Typically in this location, water flows from the coastal cliffs along the northeast of Coast Highway, is diverted under the road, and colects to the southwest of Coast Highway adjacent to the beach as stagnant pools during the summer months. During the winter months, the water continues to flow out to the Pacific Ocean. This project would involve the installation of 8-inch poyethylene pipes to a depth of two to four feet within the drainage to divert summer runoff into a nearby sewer line. The diversion structures will be installed on the southwestern side of Coast Highway (except for two of the drainages, which will have diversion structures installed on the northeastern side of Coast hoighway), such that the water will be diverted from the drainage before it reaches the beach. Once constructed, the diversion structure shall only divert summer runoff from the drainages from April 15-October 15.
