In an effort to assist the City of Fremont in meeting its regional housing needs allocation, the City's Housing Element calls for the development of an Inclusionary Housing Program. Approximately 25% of California cities have adopted such programs, which typically require affordable housing be created in conjunction with market rate residential development.
