Upgrade Tustin Avenue and bridge to a major arterial highway standard and widen both sides of the existing concrete slab (bridge) over the Atwood Channel (No. E04), including sidewalks and improvements to the Tustin Avenue/Orangethorpe intersection. Two additional through lanes would be constructed, expanding the existing four lanes as well as one additional left-turn lane.
