State Coastal Development Permit to construct a 46-acre public regional park and three-acre esplanade in the former Naval Training Center (NTC) Liberty Station site adjacent to the boat channel. The park would include an aquatics complex, ball fields, open space, an historic plaza, a natuarlized area, tot lots, 396 on-site parking spaces, a 7,755 square foot addition to existing Building 619, use of existing recreation Building 191, and restrooms. The site is located in on APN 450-790-11 in the OP-1 zone, Coastal Overlay Zone, NTC Precise Plan, Council District 2. The site is located in the southeastern portion of NTC southeast of Cushing Road adjacent to the boat channel with an esplanade along both sides of the channel.
