Document Description
CDFG is intending to execute a Lake and Streambed Alteration Agreement (SAA #R5-2002-0160) pursuant to Section 1603 of the Fish and Game Code to the project applicant, Richard Oas. The applicant proposes to alter the streambed to construct a 9,000 square foot single-family residence on a 2.1 acre site located at 31572 Trigo Trail, within the community of Coto de Caza, Orange County. Included on the site will be a 7,000 square foot barn and a 30,000 square foot equestrian riding center. In order to construct the residence, an existing deeply incised, unvegetated streambed, approximately 300 feet long and 10 feet wide (3000 square feet), running in a northeast to southwest direction through the center of the property will be placed underground in a 48-inch RCP stormdrain and covered with fill material in order to develop the property above the stream. Running along the western edge of the property is Canada Gobernadora Creek, which converges with the above-mentioned unnamed tributary at the southwestern corner of the property. The operator proposes to place an energy dissipator (rip rap) within Canada Gobernadora Creek at the confluence of the two streams in order to minimize erosion. In addition, a Gabion retaining wall, not to exceed 20 feet in height, will be constructed upsteream of the energy dissipator along the bank of Canada Gobernadora Creek for a distance of approximately 120 feet to prevent erosion of the property. All disturbed portions of Canada Gobernadora will be planted with vegetation native to the area at the conclusion of construction activities. The placement of rip rap and the construction of the retaining wall within Canada Gobernadora wil result in approximately 4,350 square feet of temporary impacts to this stream. To mitigate for the temporary impacts to Canada Gobernadora Creek, the applicant will fully revegetate all impacted areas with riparian vegetation native to the area. To mitigate the permanent impacts to the unvegetated tributary, the applicant will mitigate with the off-site enhancement of a minimum of 0.07 acre of willow woodland riparian habitat within Canada Gobernadora Creek.
