Document Description
The Operator proposes to alter the streambed to alter and remove Railroad Bridge 259.6 over Rose Creek, which was damaged by fire on January 26, 2002, thereby restoring full rail service. The project involves the construction of a parallel concrete replacement bridge adjacent to the existing wooden bridge, the shifting of the railroad track alignement to the new replacement bridge, and the removal of the existing wooden bridge, the replacement of grouted rip-rap with non-grouted rip-rap, the driving or drilling of up to 44 permanent steel bridge pilings, and the removal of 133 existing wooden pilings. Construction of the replacement bridge would occur within an approximately 30 foot by 300 foot work area immediately adjacent to and west of the burnt bridge within Rose Creek. Removal of the existing bridge would require an approximately 40 foot by 300 foot work area adjacent to and east of the existing bridge within Rose Creek.

Emergency repairs of the publicly-owned railroad bridge are necessary to fully restore railroad service to and San Diego. Recent repairs only provide a reduced level of service, are temporary in nature, and fire damage to the structure is such that a total replacement of the railroad bridge is necessary.
