On February 4, 2004, the Roseville City Council certified a Final EIR for the West Roseville Specific Plan (WRSP) and Sphere of Influences Amendment (SOI), and adopted resolutions approving amendments to the City's General Plan and approving the Specific Plan. On February 23, 2004, the City Council approved ordinances for the following purposes: 1) Pre-zoning property located within the unincorporated Placer County (WRSP) proposed for annexation; 2) Amending Section 19.10.030 of Chapter 19.10 of Title 19 of the Roseville Municipal Code relating to Residential Zone; 3) Adopting two Development Agreements (Roseville Fiddyment Land Venture LLC and Placer Investors LP). the basis for these actions is the certified Final EIR, which evaluated the environmental impacts of a proposed project that includes: 1) amending the City's sphere of influece to include a 5,527-acre area immediately west of the City of Roseville; 2) adoption of the West Roseville Specific Plan (WRSP) and implementing ordinances, covering a 3,162 acre portion of the 5,527 acre Amendment Area; and 3) annexation of the WRSP area into the City's jurisdiction. The project site is located in western Placer County, is bouded by the City of Roseville boundaries and Fiddyment Road on the east, Baseline Road on the south, and is approximately two miles west of the Blue Oaks interchange on State Route 65.
