Document Description
The Scout Island Outdoor Education Center (SIOEC) project will be developed as a regional outdoor education center with programs targeted to grades K-12 students, including special education students. The overall intent for the SIOEC is to maintain and enhance the natural landscape and integrity of the river setting. In order to facilitate the safe and efficient use of the site, and to provide maximum accessibility for the disabled, some infrastructure improvements will include: a road and trail system, potable and non-potable water lines, vault toilets, drinking fountains, a parking area, perimeter fencing, seasonal canoe docks, access to the river for swimming and water play, underground electrical facilities, landscape irrigation facilities, security and minimal access lighting facilities, a plant and tree nursery, a weather monitoring station, water quality monitoring points, improvements to existing landscape irrigation facilities and landscape screening along the southern property line. A central pond may be developed. Other infrastructures, such as waste-collection containers, signage, firebreaks and emergency access will also be provided. The landscape and riparian enhancement portion of the project will involve construction of two creek crossings for access across Pirates Creek, planting native trees for shade and native riparian enhancement following the natural drainage patterns of the site, phased replacement of non-native trees with native trees, control of non-native plant species, and possible elderberry bush enhancement area.
