Document Description
The operator altered the streambed and banks of unnamed tributaries to Walnut Creek in Los Angeles County by the implementation of the planned and locally approved development of 222 acres in the currently undeveloped portion of the Forest Lawn Memorial Park-Covina Hills Cemetery and Mortuary. Associated access roads, drainage facilities, infrastructure improvements, and utilities will also be provided. A 10-inch diameter reclaimed water pipeline will extend approximately 1,900 feet to an existing off-site reservoir located approximately 900 feet south of the site. The pipelines will include a 20-foot wide easement. The County of Los Angeles approved a Conditional Use Permit for the Memorial Park on October 1, 1963. The continuation of grading for the planned development will be implemented in four phases over a 20 year period, with preliminary grading for Phase 1 scheduled to begin in 2003, Phase 2 in 2007, Phase 3 in 2017 and Phase 4 in 2022. The Forest Lawn Memorial Park Association may decide to implement Phases 3 and 4 simultaneously beginning in 2017. As currently proposed, the project will result in the placement of fill material within approximately 1.83 acres subject to the Department's jurisdiction, comprised primarily of riparian woodland. All mitigation (except 0.52 acre) for project impacts shall be provided in advance of the project's completion, approximately 7 to 20 years prior to the majority of the impacts to the 1.83 acres within the Department's jurisdiction. This Agreement considers the build out of the project over twenty years in 4 phases of construction activities and the onsite and offsite mitigation to offset the impacts those activities will have on (1) the 0.48 acre subject to the Department's jurisdiction in Phases 1 and 2; and (2) the remaining 1.35 acres of the Department's jurisdiction in Phases 3 and 4 of the project. The Agreement is for a five year period, and may be automatically renewed subject to Fish and Game Codes and Regulations. The operator shall not impact more than 1.83 acres of stream channel and associated riparian habitat, of which approximately 0.94 acre are permanent impacts to riparian woodland habitat and 0.89 acre are permanent impacts to mulefat scrub habitat. The operator shall mitigate for all impacts as proposed in the Notification of Lake or Streambed Alteration dated April 29, 2002 prepared by LSA Associates, Inc.
