Document Description
This Class 2 Hazardous Waste Facility Permit Modification authorizes the facility to revise its Waste Analysis Plan (WAP). The existing profile/pre-qualification procedures require the collection of samples and laboratory analysis prior to hazardous waste pick-up at the generator sites. The Permit modification changes the WAP to enable the facility to accept hazardous wastes from generators using (1) generator knowledge of the hazardous waste; (2) standard industry profile for industry specific sources; and (3) profile/pre-qualification based on analytical data obtained in the event generators knowledge and historical data not sufficient.

Reasons for Exemption
The modification is a minor modification in the waste acceptance procedure of the facility. Following the modification, the facility will still meet all of the requirements for sampling under California and the federal law. The only change is in the profile required to accept waste from the generator. This profile will now be allowed to be based on generator information rather than on sampling at the initial Safety-Kleen acceptance point. The recycling facility will continue to sample to verify the quality of material being received for processing. Historic data on the materials received from a generator will also be maintained. These generator data and sampling controls will avoid possible significant environmental impacts from potentially misrepresented or mislabeled materials. Changes to the WAP do not impact the facility's waste acceptance criteria or the facility's waste sampling protocol, and do not change any operational activities at the facility. Therefore, they will not have a significant impact on any environmental media.
