Document Description
On June 4, 2002 the Modesto City Council adopted an ordinance imposing a 45-day moratorium prohibiting the approval of aditional development entitlements in the village One Specific Plan Area. On July 9, 2002 the Council extended the 45-day moratorium by 10 months and 15 days, excluding projects with a significant multi-family component in order to retain the appropriate consultants, to perform the necessary CEQA work, to initiate changes to the Village One Specific Plan, Village One Financing Plan and Village One Facilities Master Plan, to develop a viable infrastructure financing plan and to implement that plan through the creation of a new CFD. The action proposed is Council approval of a contract with Goodwin Consulting Group, Inc. to update and provide further interations of the Village One Financing Plan, serve as special tax consultant, and assist in the establishment of a tracking mechanism for the new Village One CFD.
