Reasons for Exemption
Revision of the estimated site life due to lower waste receipts as a result of recycling and diversion does not change the environmental analysis that was previously done for CEQA. Overall, impacts are somewhat lessened. The estimated site life is an estimate only based on best available information. The addition of the condition to the permit for medical waste reporting was deemed by the Board not to be a project as defined by CEQA as there is no physical change to the environment with the addition of a notification requirement to the permit. The revised elevation of 1360 feet corrects the figure formerly on the face of the permit to bring it in alignment with the approved preliminary closure plan and is therefore not subject to further CEQA for this elevation.
