Reasons for Exemption
Section 15301: Operational activities at an existing facility which do not result in an expansion of the use beyond that existing. There are already existing scales at the MRF. This additional scale would be used to weigh outbound trucks containing recyclable materials. There would be no increase in traffic volume or the amount of waste received. This proposal would ease traffic congestion at the existing scales and reduce the waiting time for vehicles leaving the site. Section 15311: The placement of minor accessory structures appurtenant to existing facilities. As previously noted there are already existing scales at the site. This scale will simply allow for quicker processing of certain vehicles as they leave the facility.
