The 2002 Housing Element, is a statement by the City of Lincoln of its current, and future housing needs. The purpose of the Housing Element is to establish goals, policies, and programs that address identified housing needs. The Housing Element has been prepared to meet the requirements of state law (Section 65580 - 65589.8 of the California Government Code) and community objectives as stated in the General Plan Amendment.
