An annexation, tentative map, specific plan, and grading exemption of a 13.53-acre parcel in the unincorporated area of Escondido to create nine industrial units of not less than one acre each. This Initial Study will serve to identify and evaluate any effects determined to be potentially significant. As provided by CEQA, the San Diego Local Agency Formation Commission (LAFCO) will act as a responsible agency because of their role in reviewing and potentially approving the reorganization.
