On October 12, 2004, the LAUSD Board of Education certified the Final Environmental Impact Report (2004 FEIR, State Clearinghouse number the same as above) and approved CLANLC #1 in order to relieve overcrowding at nearby schools and provide seats for approximately 4,400 students. The 2004 FEIR including mitigation measures for historic preservation purposes, including measures related to retention of the Senator Robert F. Kennedy assassination site in the pantry area adjacent to the Embassy Ballroom (RFK Pantry). In November 2005, the Board of Education determined that retention of the RFK pantry in situ was not feasible and approved an alternative preservation method with detailed site documentation, including three-dimensional imaging and storage of certain Internal Features. Since that time, the LAUSD has received additional information about the RFK Pantry and the preserved Internal Features from historical resources experts, advice from CEQA legal advisors, and comments from interested community leaders. The new information indicates that continuing to retain the Internal Features is unnecessary for physical site documentation or reconstruction purposes, and that the Internal Features have little or no remaining historic value under the Secretary of Interior's Standards for Historic Preservation. Therefore, LAUSD has proposed a Modified Plan ("Modified Plan") for the RKF Pantry and, in view of the potential for increased impacts on historical resources under the Modified Plan, has prepared a Supplement to the 2004 FEIR to document the changes and analyze potential environmental impacts.
