Document Description
Southern California Edison (SCE) owns the San Gorgonio Hydroelectric project and operates it pursuant to a licanse granted by FERC. A portion of the flowline has failed, resulting in the Board of Directors of Banning Heights Mutual Water Company declaring a water shortage emergency. To restore the Water Company's service, SCE will install a water diversion and ground lay pipe on City-owned and U.S. Forest Service property. The Regional Water Quality Control Board, Colorado River Basin Region, acting as a responsible agency, has issued a Clean Water Act SEction 401 Conditional Water Quality Certification for the project.
