Castaic Lake Water Agency (CLWA) proposes to upgrade and expand the treatment system of the existing Earl Schmidt Filtration Plant (ESFP) from 33.6 million gallons per day (mgd) to 56 mgd. Originally built in 1980 and expanded in 1987, the ESFP treats surface water supplied to CLWA by the State Water Project (SWP).
