This project includes the dismantling of a temporary cell phone communications vault, tower and solar panel located adjacent to Fredonyer Peak Lookout. This will be followed by the construction of a new permanent cell phone communications vault with solar panel located 350 feet south of the original location and adjacent to an existing CDF communications vault and tower.

Reasons for Exemption
The project involves the replacement of temporary facility with a permanent facility on the same site without any expansion in use. The new vault site is already cleared and leveled and has been used as radio maintenance vahicle parking. No additional disturbance to the site is required.
