Document Description
The Operator proposes to alter the streambed to initiate a Supplemental Environmental Project (SEP) which would allow for the expenditure of fine moneys levied against the City of San Diego as a result of the February 2000, Alvarado Trunk Sewer Spill. The ESP consists of an approximately 3.2 acre riparian habitat restoration project to remove exotic floral species followed by the planting of native species to establish a functioning riparian habitat/corridor. Once native species have been planted, a 120 day Plant Establishment Period would commence prior to the initiation of a three-year monitoring and maintenance program. Native habitats onsite include southern willow scrub and mulefat scrub. The project site is located immediately north of the Interstate 8 and is accessed via Adobe Falls Road in the Navajo Community Planning Area in the City of San Diego, San Diego County.

Exempt Status
Categorical Exemption
Type, Section or Code
Class 5, Section 15305
Reasons for Exemption
This project is a minor alteration to land because it involves the enhancement of riparian plant communities, which are sensitive habitats. The project is a beneficial alteration to land and vegetation, as a degraded riparian corridor will be converted to a healthy, functioning, riparian scrub habitat and no mature trees will be impacted.
