Document Description
The operator proposes to alter the streambed to initiate a Supplemental Environmental Project (SEP) which would allow for the expenditure of fine monies levied against the City of San Diego as a result of the February 200, Alvarado Trunk Sewer Spill. The SEP consists of an approximately 3.8-acre riparian habitat restoration project to remove exotic floral species followed by the planting of native species to establish a functioning riparian habitat/corridor. Once native species have been planted, a 120-day Plant Establishment Period would commence prior to the initiation of a two -year monitoring and maintenance program. Native habitat onsite include southern willow scrub and mulefat scrub.

This project is a minor alteration of land because it involves the enhancement of riparian plant communities, which are sensitive habitats. The project is a beneficial alteration to land and vegetation, as a degraded riparian corridor will be converted to a healthy, funcitioning, riparian scrub habitat and no mature trees will be impacted.
