Document Description
A temporary emergency Hazardous Waste Treatment Permit has been granted to the United States Department of Alcohol, Tobacco and Firearms (ATF) to burn approximately 1,000 pounds of deteriorated nitroglycerin based dynamite found in an abandoned cave in Plumas National Forest. The cave is located approximately 0.3 miles east of Highway 89, adjacent to Rocking Horse Ranch. As approved, this activity is not intended to create an explosion and will have an extremely low potential for accidental explosion.

This action is necessary to prevent an emergency because the material has just been discovered and due to its location and condition, ATF, being the incident commander and explosive expert, has determined that this dynamite needs to be burned before the start of the fire season, June 1: Delay could result also in innocent people finding the material and getting severely injured.
