Reasons for Exemption
The project will have no significant environmental effect. Identification, corrective action and remediation of hazardous waste sites at the facility will continue while the agreement is negotiated and signed. DTSC will assure due progress in achieving the agreement and if needed can enforce corrective action and remediation prior to finalizing the agreement through CERCLA, therefore delay in achieving agreement will not result in physical changes to the environment.
