The three-year variance authorize Emerald Bay Service District to conduct door-to-door (residential) collections of HHW. The collections provide appropriate means for the elderly and handicapped, and others unable to participate in the regular HHW collection program of disposing of hazardous waste.

Reasons for Exemption
1. The collection will be conducted by qualified personnel, trained in hazardous waste management and all activities will be carefully regulated by variance conditions to assure against any environmental impacts; 2. The limited scope of operation and shipment of wastes to the Permit-By-Rule HHW collection facilities limit the potential for any risk of upset or accident; and 3. Experienced contractor management will be present to respond to any unforeseeable upset or waste management incident.
