The project as proposed by the applicant would consist of integrated retail, theater, commercial, racetrack-related simulcast and event center facilities of the Fleming Point sub-area, in conjunction with two hotels, restaurant, a conference facility, and parking on the Stables and North-Basin Strip II sub-areas. The most intensive Project development will be located on the Fleming Point sub-area in the City of Albany. Fleming Point is a flat, elevated area approximately 60 feet above sea level, with a paved parking lot to the west and north of the existing racetrack facility, extending to the Eastshore Park border. The applicant proposes to construct in the Fleming Point sub-area up to 300,000 square-feet of commercial, retail and entertainment facilities, as well as a 100,000 square-foot expansion of racetrack simulcast facilities, a 300,000 square-foot event center, and a new structured parking building to provide replacement and additional parking, and to improve pedestrian access to the Fleming Point sub-area.
