Document Description
The Chula Vista Multiple Species Conservation Program (MSCP) Subarea Plan has been prepared as an implementing plan of the MSCP Subregional Plan and will form the basis for federal and state incidental take permits for 86 plant and animal species within the City's jurisdiction. The Subarea Plan will provide specific assurances that much of the remaining natural habitat within the City is preserved and managed to provide for the survival of sensitive plant and wildlife species. The MSCP Subregional Plan, adopted in 1997, set the framework for the assembly and management of a habitat preserve for biological resources within the southwestern portion of San Diego County. A Final EIR/EIS was prepared for the MSCP Subregional Plan and associated Subarea Plans, including a Draft Subarea Plan for the City of Chula Vista. Since certification of the Final EIR/EIS, the City of Chula Vista's Subarea Plan has been revised. The purpose of the Supplemental EIR and EA is to analyze the changes in the Subarea Plan in light of the analysis presented in the Final EIR/EIS, and to further analyze local discretionary actions that are required to implement the Subarea Plan.
