The proposed project site currently consists of approximately 1.8 lineal miles of Fairview Street between Garden Grove Boulevard and 5th Street as well as land uses on either side including residential, commercial, and institutional uses. The project intends to implement circulation plans, including the City of Santa Ana 2020 Master Plan of Arterial Highways.
Document Description
Fairview Street, between Garden Grove Boulevard and Fifth Street, currently has two lanes in each direction, a raised 14-foot median, and sidewalk improvements. The Fairview Street Bridge over the Santa Ana River would also be widened on both sides to accommodate a raised median, and a third lane and sidewalk in each direction. A number of residential and business displacements would occur as a result of the project. Three different alignment alternatives have been developed for detailed evaluation in the EIR. Alternative A would concentrate widening on the southbound or west side of Fairview Street between Garden Grove Boulevard and the Santa Ana River Bridge. Alternative B would widen on the northbound or east side of Fairview Street. Alternative C is designed to minimize full property takes to the extent feasible by widening on either side depending on the available right-of-way. All three alternatives include the same proposal for crossing the Santa Ana River where widening of the bridge is proposed to occur on both sides. The same proposal for widening between the Santa Ana River Bridge and Fifth Street is also to be used for all three alternatives. Widening along this segment of the project would require partial takes of three parcels on each side of the street for a total of six partial takes in this secton of the proposed project.
