Notice of Exemption

Exempt Status
Emergency Project
Type, Section or Code
sec. 15269 (b)(c)
Reasons for Exemption
Recent televising work has shown severe root intrusion and pipeline blockage, severe corrosion, off-set joints, and heavy debris in some sections of the pipeline. Several emergency repairs have also occurred here including 65 documented overflows. The average daily flow is approximately 0.72 million gallons per day and peak flows are 1.44 mgd. In the event of a spill, a significant amount of sewage flows could reach public waters in San Diego Bay. Emergency repairs and cleaning are needed to prevent sewer spills and protect the public's health and safety.
