Boating Instruction and Safety Center (BISC)

The project is the construction of an approximately 16,500-square foot Boating Instruction and Safety Center (BISC) and the construction and/or improvement of Waterfront Drive from "G" to "K" Streets; and the demolition and/or removal of the existing irrigation system, landscaping, paving, and benches located at the "West Plaza" park. The BISC will include a reception/entry area, training rooms, conference rooms, locker/shower/restrooms, laundry room, multipurpose room and kitchen, director's office, various storage and equipment rooms, and boat storage bays. In addition, the BISC will include the construction of a fenced outdoor boat operations area, a paved parking lot, landscaping, and the construction of a public walkway along the full frontage of the property on Humboldt Bay. The proposed waterfront walkway will connect to the walkway at the Adorni Center. The construction and improvement of Waterfront Drive between "G" and "K" Streets will require the construction or improvement of a street section that generally includes two travel lanes, a bike lane, and pedestrian sidewalk; it will require, within the Waterfront Drive right-of-way, the extension of utilities, including storm drain, water and sewer; and the extension and undergrounding, as necessary, of telephone, cable TV, power, and natural gas lines. To facilitate the project, the City will be required to process and approve a number of applications, including: Coastal Development Permit; Design Review; Lot Line Adjustment; Street Vacation; Surplus of City Property; and establishment of an Underground Utility District.
