Document Description
a) Amend the Metropolitan Bakersfield 2010 General Plan from Map Code(s) SR (Suburban Residential) to GC (General Commercial) or a more restrictive map code designation for the northerly 1.0 acres of the site; b) A change in zone classification from A-1 PD (Limited Agriculture, Precise Development Combining) to M-1 PD (Light Industrial, Precise Development Combining) on the northerly 1.02 acres and from A-1 PD to (1/2) RS on the southerly 3.48 acres of the site. The project site is a 4.50 acre parcel of land located on the northwest corner of Rosewood Avenue and Morning Drive. The property is developed with two single family dwellings and a truck operation that has been established without zoning approval or building permits. The trucking operation occupies approximately 1.02 acres of the site, while the two dwellings and an orchard occupy the remaining 3.48 acres. The business currently hauls produce from the San Joaquin Valley to grocery stores and sea cargo terminals in Los Angeles, although approval of this request would allow the applicants to haul non-agricultural items as well. The applicants own the trucks, six refrigerated trailer units, and one non-refrigerated trailer. Two other owner/operations each have a truck and trailer on the site as well. A commercial coach that is being used as an office was also installed without the benefits building permits or land use approvals. Three full time employees currently work on the site, although as many as eight employees per shift are expected. Sewage disposal and water supply is from the East Niles Community Services District and site access is from Morning Drive (State Route 184), a major arterial alignment on the circulation element of the Metropolitan Bakersfield 2010 General Plan. Approval of these requests will allow the retention and possible future expansion of the existing trucking operation and will bring the zoning of the remaining acreage into consistency with the map code designation of the Metropolitan Bakersfield 2010 General Plan.
