Document Description
Removal of invasive exotic vegetation located within the creeks and streams of the following Orange County Regional Parks: Carbon Canyon, Featherly Canyon, Laguna Canyon, Spring Oaks, Whiting Ranch, and O'Neil. The activity will be conducted with the use of hand held tools only, and conducted by volunteers of the California Native Plant Society on a part time bases. Any use of herbicide will be compatible with an aquatic environment, and will be applied only to the targeted species by licenced applicators.

Reasons for Exemption
The Class 4 Exemption provides for projects whereby private parties can conduct minor alteration to vegetation. The project activity shall be conducted by volunteers of the California Native Plant Society on a part time bases to remove non-native (invasive exotic) vegetation, which are known to decrease fish and wildlife resource values, and to crowd out native vegetation, from Regional Parks in Orange County. The activity is consistent with the Regional Parks policy to maintain fish and wildlife habitat values.
