Document Description
The Amendment of Rule 4703 (Stationary Gas Turbines) will assist the San Joaquin Valley Air Pollution Control District in meeting the requirements of the California Clean Air Act and Federal Clean Air Act. For this source category, the Best Available Control Technology (BACT) control level achieved with a combination of Selective Catalytic Reduction (SCR) and Dry Low-NOx (DLN) combustors. In keeping with the District's commitments to reduce emissions from this source category, District staff will use the BACT control devices as guidance in developing the amendments to Rule 4703 for the retrofit of existing stationary gas turbines. The implementation schedule of the proposed controls have been designed to achieve the maximum reductions yet provide a reasonable amount of time to design and install the required controls. For operators needing an extended compliance schedule a stricter emission standard is proposed as a trade off for installing the controls at a later date. The control equipment for each compliance option is essentially the same, but the Enhanced option requires more attention to system operation and maintenance. The rule states the required emission limit but would allow, as a compliance alternative, the use of other control devices capable of achieving the required emission reductions in lieu of installing an SRC system. Alternative control options include the SCONOx by Goal Line Environmental Technologies and the XONON flameless combustors by Catalytica.
