Document Description
The project involves the construction, permitting and operation of a municipal solid waste transfer station at the existing Pumice Valley disposal site. Upon completion, the Pumice Valley Transfer station will manage residential and commercial solid waste generated in its service area. The proposed improvements will be engineered structures designed to improve operational efficiency and provide long-term durability. Transfer station operations will involve the management and consolidation of municipal solid waste for temporary on-site storage prior to generally: 1) on-site processing: or 2) removal to an off-site facility for processing: or, 3) removal to a regional landfill for disposal. Site construction will consist of grading and earthwork, paved roadways, concrete slabs, foundations, curbs and retaining walls, drainage structures, gates, fencing, and safety railings. Facility infrastructure will also include a stationary compactor, truck scale with access ramps and inspection platform, scalehouse, generator, recycling storage areas and containers, a temporary household hazardous waste storage locker, and other related facilities. Field investigations indicate that a former disposal trench extends into a portion of the area proposed for development. To preserve structural integrity, excavation and removal of municipal solid waste previously buried in the former trench may be required prior to construction of some site improvements. Should waste be encountered during construction, it will be excavated to its full depth and re-located to the active disposal cell where it will be buried and covered with compacted soil in accordance with requirements specified in Title 27, CCR.
