The proposed project improvements to Palm and Carnation Avenues' street ends will provide visual and physical access to the beach and establish a year-round lateral beach access, including disabled, lifeguard, and emergency vehicle access, by constructing a permanent transition from the groin/street and to the beach. In addition, construction of vertical shore protection would be required to protect the public access improvements, public improvements, and private properties adjacent to the project, in compliance with local coastal protection regulations.
