Document Description
Alpaugh is a small, rural community located about five miles west of State Highway 43 near the southwestern border to Tulare County. The Tulare County Water Works District #1 supplies domestic water to 212 residences, 11 public facilities, 6 commercial establishments, and 3 churches. Much of the District's water distribution system was constructed over 70 years ago. The pipeline system consists of steel, transite, and plastic pipe varying in size from 2 to 8 inches in diameter. The community's water source consists of one well about a mile southeast of the community that is owned and operated by the Alpaugh Irrigation District. Water exceeds State and Federal Standards for color and odor and will not meet new arsenic standards effective in 2006. In the summer months, water pressure remains below 20 psi during the day failing State minimal pressure standards. The existing distribution system has suffered numerous breaks and line repairs must be done with caution due to septic tank effluent in proximity to portions of the pipeline. These frequent leaks, often in close proximity to septic tank systems with low-pressure conditions, create a potential health hazard to Alpaugh's water consumers.
