The proposed Heritage Valley Parks Specific Plan includes an application requesting approval of a Specific Plan for the 294.9 acre site, a General Plan Amendment for 236.9 acres of the site within the City's Sphere of Influence under the jurisdiction of Ventura County (from Ag-Exclusive 40-acre minimum lots to Specific Plan), a Zone Change for the remaining 58 acres within the City of Fillmore (from Residential Low Density to Specific Plan). The residential areas include approximately 750 dwelling units within 183.8 acres. The project design includes a total of 554 single-family dwelling units with a range of lot sizes. An additional 213 "paired homes" (townhomes) encompassing 6.1 acres will be provided. The proposed project will include 81 acres of parks, including a community park (with an optional public library), a nature park, an 11 acre elementary school site, and 1.5 acre fire substation. Approximately 17.6 acres will be reserved for flood control/levee construction.
