Document Description
SAA #6-2002-91 The applicant proposes to construct diversion project within Mill Creek in order to divert up to 80% of the flow into Splatter "S" Ponds. The water will be retained through wetlands for water quality enhancement, particularly nitrate removal. The diversion structure will consist of a concrete footing that will support a rubber dam inflatable to 1.7 yards high, two stainless steel sluice gated on the east side measuring 3 feet by 5 feet, and a 1,000 foot length of 20-30 inch diameter pipe to deliver gravity flow from the diversion to the existing conveyance channels for the OCWD wetlands and Splatter "S" Ponds. Water from the diversion structure will enter the pipe at an elevation of approximately 509 feet and discharge into the northern conveyance channel at an elevation of 505 feet. A bypass pipeline will maintain at least 20% of the surface flow in Mill Creek, and the 1,000 feet of pipeline will convey flows along an existing dirt road to an open ditch and the wetlands. Water behind the diversion structure will not impound high enough to overspill the creek banks.
