The proposed project is the planning, construction and operation of additional hospital facilities for the downtown Visalia campus of Kaweah Delta District Hospital, and the ancillary parking, transportation and land use modifications essential to such expansion of existing facilities. The expansion will take place in phases; Phase One is identified as "Immediate Expansion" and will be analyzed at the program EIR level. The proposed project is described as "Study #3 - Horizontal Downtown Option".
