The City of Laguna Woods was incorporated in March 1999. The General Plan being prepared will be the City's fundamental policy document, providing guidance in preparation and implementation of a new zoning ordinance, in administration of the Subdivision Ordinance, in preparation of capital improvement programs, and in development of municipal services options. The General Plan will include all seven "elements" mandated for inclusion by State Law.
